Moreover a labour intensive firm might locate in area with low wage rate or high unemployment to keep labour cost low, without these efficiencies and quality business may suffer
However if firms uses heavy, bulky, perishable raw material locating near source can also be important in order to minimize the cost and time of transporting, Lowering cost of production
furthermore i think access to labour is the most important factor as without identifying the right type of labour required, Raw materials cant be processed efficiently and cost effectively
